Add more constants to Globalize

VE_ITEMJAMMER was jamming the names of items, but the descriptions were still readable.

These two states are handled a lot by lib_getenum during regular gameplay, so lets globalize them to hopefully reduce overhead.

I never want to see lib_getenum pop up in my profile reports again, so these constants were added here after being detected while testing executable edits.
