Bring back 'technical' attackDefs tag

R.E.D. Metal Sonic requested to merge redmetalsonic/srb2p-public:technical_attackDefs into obt-136

As said in the title. In addition, adds 'noregtechs' tag to prohibit the move from dealing technical hits with base technical combos. (ex. Burn + Wind, Freeze + Fire, etc.)
