Display refusal message if there is no HTTP source and internal downloads are disabled

This would fix a scenario where having both of those disabled would simply not do anything after attempting to download (see https://tohru.is-very-cute.moe/5Iw5rjoW.webm).

Tested on a local dedicated server and client. Both the server and client need this fix for it to take effect.
