Shut off Metal Sonic jetfume while skidding (resolves #1382)

Skid frames probably shouldn't use PA_WALK but changing that would certainly break several lua mods, so just check skidtime instead. It makes sense that the jet would shut off if you're trying to skid to a halt anyway.
