Bring back WRITETHINGS, with custom filename and UDMF support!

SSNTails requested to merge SSNTails/SRB2:issue1199 into next

For Issue #1199 , refactored out the portion of P_WriteTextmap() that deals with mapthings, and incorporated it into P_WriteThings when a UDMF map is loaded. Brought back WRITETHINGS, with a new parameter to specify the filename.
