EMERGENCY: By default use the old gif_dynamicdelay v1 behavior, but keep v2 as an option.

Turns out Discord and most web browsers have a hard time dealing with most GIFs recorded in v2

I also don't want to undo the work that I just got merged in, so it's just a hidden option now

Maybe I should upload more GIFs...
