WIP: Render Selection Menu

Zolton Auburn requested to merge Zippy_Zolton/SRB2:rendermenu into next

Planning to add a selection menu similar to the Play Style menu, giving information on the rendering options. It will also make it easier if there are ever more renderers later down the line.

I was told the menu code was complex, and it is. I need help...
