Allow prefixes of less than 4 characters

Allows the prefix field in a template's properties.txt file to be less than 4 characters. The prefix field is used to name the character's voiceline files, wherein some base game characters have prefixes of less than 4 characters; thus, this MR allows for parity with base game characters. Solves #6 (closed).
