Lingering reference to COND_FEAR in mm_drawSkillList
Source of Bug: https://git.do.srb2.org/SinnamonLat/srb2p-public/-/blob/master/Lua/MENU/SYSMENUS/SystemMenus.LUA#L923 COND_HEX replaced COND_FEAR with the release of 1.3, but a reference to the old status condition remained here. This results in a visual bug where a character/enemy in battle inflicted with Hex will be reported as inflicted with Fear in the debug skill list menu.
