Forcespin Sector effect has no effect on No-spin characters (BUG)

Earlier this year, I encountered an issue with the force spin sector effect not working with Amy and Fang. I don't know why this is, but it is. It wasn't until now that while trying out some other no-spin characters, like Wearhog, that I discovered that the sector effect doesn't affect them either. Now at the same time, the speed "pads" with the force spin flag set to on do work on the no-spin characters.
