Ingame download: Server keep sending files to people who cancel their download

Have noticed that the ingame downloader is slower in 2.2.15 than it was in previous versions and may have found the cause.

Sometimes downloads are pending and the "downloads" command don't show progress in any of them. It looks like the server keep sending files to people who cancelled their download and it seem pretty consistant.

May cause issues as if many download stack up this way, it can make long running servers using the ingame downloader to send files very slowly as they also upload to people who aren't even downloading.

In case you're wondering, disabling download don't clear the pending list and the server is still uploading.
